So you probably couldn't make them hold more facilities without heavily modifying the global Trumbull Valley map, and somehow ensuring that those changes wouldn't break the game (either for Breakdown or the main game). I think the home sites are hard coded into the game, because their locations and slots are global (the facility slots have physical locations with defined dimensions).
